Add a note about non-Athena locker access

Supporting access to the locker rooms without an Athena account is hard if we
want to enforce the "at most 6 people get access per group" rule. Rather than
think hard, just don't allow it by default. If people want it, they can ask us,
and if we get enough requests I can enable the feature.
