As it turns out, we prefer to have groups fill out the details themselves, which makes this workflow awkward.

We should have a apply-and-approve workflow for NGE's -- at a minimum, this could just be an ""Approve as NGE"" button, that sets the new group's status to ""NGE"" instead of ""Active"", and either doesn't send mail to asa-new-group-announce, or sends slightly different text.
