Selective group reimport

Description
Before derecognizing groups, we need to give them their full group information. We should have a script that we can give the CSV files and group IDs and it will reload just those groups from the dump.

I concluded it was faster (for some definition of "faster" --- "roughly comparable man-hours") to just get another board member to do it.
