locker fills with trivial Trac logs

Description
Our Trac has log_level = DEBUG, which has filled up the locker. We should set up log rotation or reduce the log_level.

I added a logrotate config file to rotate this log file weekly. I'm sure that using a system utility for user log file management cannot *possibly* go wrong.
