Handle active/suspended/etc. on asa-official

We have various states a group can be in, such as "derecognized". At the moment, changing a group from "active" to "derecognized" doesn't remove the group from asa-official, and similarly changing a group from "derecognized" to "active" won't add them to asa-official (if they weren't on it already). This is a bit silly, and should be fixed.

The appropriate state machine to use is discussed some in ​https://diswww.mit.edu/menelaus/asa-groups/808.
