Warn groups that give people access to non-existent spaces

Description

Sometimes groups give their members "Shared Storage Access" when they have an office, or vice-versa, and then get very confused when their members can't get into the room. (Presumably some people also give access despite not having any space at all, but I assume this prompts less confusion.) We should somehow warn groups when they do this.

Relatedly, we should warn more actively when all (or possibly even some of) the offices changed aren't CAC-managed.
