Custom add groups UI

We have enough custom business rules for creating groups and stuff that I think we want to have a custom add group form (or possibly workflow --- I could see the ASA half setting up the group, and sending a token to the group to fill out the locker and stuff, which would cause the DB to send mail to accounts et al).
