Default new groups to "Suspended"

Description

When we recognize a new group, we have a couple things that we
tell them to do --- add membership numbers, put their constitution in
their locker, etc.. The "Approve" button should change a group's status to "Suspended". Then the group can contact us when the stuff is done, rather than being immediately as
"Active" and hoping they remember to deal with the last step.
