Retain space access when Athena account deactivated

It appears that people lose access to student group space when they stop having an Athena account, which seems non-ideal, since they still have a valid MIT ID card. They should retain their access.

(I'm basing this on receiving one of the automated space update e-mails for a student group that has all alums retain access, and noticed there were several additions as well as several deletions, and all were for deactivated accounts that were deactivated in 2013 (well, one was suspended; not entirely sure how that works). But I could be mistaken about how the ASA DB works in this regard.)
