Allow the whole board to set "loose student"

Description
We should allow the whole board, rather than just a couple people, set the "loose student" flag on a moira account.
The concern there was historically that we didn't want to show the whole board the MIT ID field -- we can use get_list_display and friends to show it to superusers but not most board members, though.
