Allow submitting draft/update forms without emailing the group

There should ideally be a way to submit the membership confirmation form without emailing the group, either as a draft or an update. Computing the correct number of people can be a fair bit of work, and it'd be nice to be able to fill everything else in, save it, update the membership numbers, and only send the email once.
