Smarter navigation menus

At the moment:

• The tabs at the top are kinda stupid --- they're only sometimes properly selected, they only sorta make sense for some pages, etc.
• The giant navigation list on the home page is pretty unwieldy

I suspect we want to

• kill the navigation list on the homepage
• integrate it with the navigation at the top
• do something cool with RequestContext?, default template cleverness, and possibly a filter or tag, so that the proper tabs are automatically highlighted and stuff
