Produce reports of groups in violation of certain policies

The database should allow getting a list of groups in violation of a number of the ASA's policies (or just things that they should do...):

• President/treasurer student rule
• Valid constitution URL
  • Constitution not being served out of a club member's locker (this would just be a heuristic, and might be wrong, certainly)
  • Verify we can access it
• Valid website URL
• Valid group officers list
  • verify that it's a list, not a user
• check for groups with three group-admin's and more than one person as either president or treasurer. If we're getting a bunch of them, it may be a sign that we have groups marking people as president or treasurer to get more (effective) group-admin slots, which would be a bit annoying.

5/50 is kinda a different issue (it's not really part of what the core DB stores).

The membership confirmation system already checks for at least 5 students. At least 50% students has been filed as #53.
