Determine constitution visibility policy (and implement/enforce it)

We discussed this at a meeting. The policy we decided on was:

• Constitution URL in DB viewable by MIT
• Constitution needs to be accessible by ASA DB. In practice, this probably means:
  • Public URL
  • Net-18 URL
  • AFS
• If you don't want the URL public, ask ASA
  • Placeholder URL in DB
  • Actual URL in comment
• Constitution body needs available to group members and the ASA
• Strongly recommended that members of the MIT community have access

I think we eventually settled on essentially "your constitution needs to be loadable by anybody, and your URL in the DB will be visible to anybody logged-in" (at least, that's what's implemented). I believe that this is now done.
