Help require financial signatory training

Colin Codner in SAO would like some sort of help in encouraging signatories to attend training. We could provide an interface for him to enter training attendees, and then provide a way to get a report with color-coded information on recent, less-recent, and non-attendees at trainings.

(This possibly wants to be accompanied by encouragement to run a training a month or something before actually *requiring* it to process transactions.)
