Differentiate between spaces CAC does and does not manage access to

Description
Most W20 offices have their access updated by emailing caclocks. Some spaces (the SIPB office, Walker offices, the TMRC space in N52, etc.) aren't handled through CAC. We should stop emailing CAC with updates to them, and we should stop implying to groups that updating our DB is enough to update access to those spaces.
