Button to poke CAC to readd space access

Description

Due to bugs and replaced IDs, occasionally CAC needs to be poked to give access to somebody who already has office access again. Add a convenient button to generate that.

(Kendra: "I want there to be a button for P/T to press for the "this person with office access just got a new ID card" and to automatically generate an email to CAC".)
