Description

The GBM Proxy OfficerRole? was hand-created on the ASA DB. If we're going to continue to use it, there should be a migration for it so it shows up on dev sites.

    Migrations to update OfficerRoles
    
    This creates the GBM Proxy role (already existent on prod, but not crated in a
    migration) (fixes ASA-#125) and removes transitional group admin (fixes
    ASA-#158).
