Compare old DB and new DB values of various fields

We believe that many groups inputted worse data into the new database than we had in the old database. We should have an interface for comparing the old and new data, and either expose it to groups or use it internally to identify groups we should bug about bad new data. (The latter approach would benefit from #156.)
