In-DB "email this group through RT" interface

Creating an RT ticket and emailing the group on that ticket is mildly tricky --- the easiest way (for me) is probably to send an email to RT with reply-to of the officers' list, and then reply to the copy that RT sends to me. This is mildly unwieldy, especially since Gmail and OWA don't appear to trivially allow setting a reply-to for one message.

It would be neat if the DB accepted text and sent a group an email, with all the appropriate RT stuff set up. (Another approach would be to only automate the initial ticket creation, which would probably still be quite useful and a bit easier.)
