Custom workflow for group status changes

Description
At the moment, group status is a field like any other. I think we want a custom workflow for it, for a couple reasons:
- when a status change occurs, we probably want to force a note to be added
- we probably want to be able to do queries like "what groups were recognized / derecognized in the last month" and why
This is related to https://help.mit.edu/Ticket/Display.html?id=2375902 (Leah wants numbers on recognitions/derecognitions) and possibly also #89.

We probably also want to publicly display dates for the most recent status change, and maybe all status changes. (It's a little weird, for example, that there's no easy way to see when a group was derecognized.)
