Disable forms when out of season

Description
Several people have tried to fill out the membership confirmation form this year, but it's not yet open. We should disable the forms when they're out of season -- probably unlinking them, and giving a nice error if you go to them anyway.

From talking to the person from ESP who filled it out by accident recently, it sounds like he was just trying to update ESP's DB entry (in particular the officers) and found that first. So probably unlinking would significantly help.
