Button to recognize groups as non-NGE

When originally designed, the DB envisioned that NGE recognition would be done by somebody in the ASA, whereas real groups would fill out a form and somebody would hit approved. As it turns out, we prefer to have groups fill out the details themselves, which makes this workflow awkward.

We should have a apply-and-approve workflow for NGE's -- at a minimum, this could just be an "Approve as NGE" button, that sets the new group's status to "NGE" instead of "Active", and either doesn't send mail to asa-new-group-announce, or sends slightly different text. A more complicated setup would let the group indicate whether they were an NGE or not, and wouldn't require (eg) constitution if they were an NGE.
